Specialised NA deputies discuss five draft laws

The National Assembly (NA) Standing Committee held a conference in Hanoi on April 3, gathering fulltime NA deputies to discuss and comment on five draft laws, laying a basis for further improvement of projected law preparation before submission to the 14th NA for consideration and approval at its upcoming third session scheduled for next month.

The drafts being considered and discussed at the conference include Law Amendments and Supplements to some Articles of Penal Code No. 100/2015/QH13; Law on Management and Use of State Properties (amended); Law on State Compensation Liability (amended); Law on Small and Medium Enterprise Support, and the Law on Planning.

Speaking at the opening, NA Chairwoman, Nguyen Thi Kim Ngan said that after reviewing the proposal of relevant NA sub-committees, the NA Standing Committee decided to hold the conference to discuss and collect comments on some important issues related to the above five draft laws.

She emphasised that the organisation of such a conference has become a regular activity of great importance, bringing about practical efficiency in law building activities and promoting the role, responsibility and intelligence of NA deputies to perform their functions, tasks and powers in accordance with the provisions of law, while at the same time improving the quality of bills submitted to the NA.

Stressing that the drafts were important bills that have been discussed by the NA at its previous second session, the top legislator said that issuance of these laws was key to facilitate continuance of institutionalising the Party's resolutions and the 2013 Constitution, while ensuring consistency in the legal system.

The promulgation of these laws would create appropriate mechanisms to support small and medium enterprises’ development, ensure sustainable development of economic sectors and address shortcomings in the management and use of public assets, contributing to preventing and repelling wastefulness and corruption, NA Chairwomen Ngan added.

With that spirit, she urged participants to bring into full play their intellect and sense of responsibility to the discussion and contribute practical and relevant opinions to the conference.

After the opening, under the chairmanship of NA Deputy Chairman, Uong Chu Luu, specialised NA deputies heard Head of the NA Justice Committee, Le Thi Nga, presenting reports on the collection, adjustment and explanation of a number of major issues related to the draft Law Amendments and Supplements to some Articles of Penal Code No. 100/2015/QH13.

The conference will last until April 5.
