Party's Inspection Commission announces outcomes of 27th session

ABO/VNA - The Inspection Commission of the Party Central Committee on June 30 announced the outcomes of its 27th session in Hanoi on June 27 and 28, including conclusions on wrongdoings at a number of Party organisations.

Regarding the Standing Board of the Party Committee of the Air Defence-Air Force under the Ministry of Defence, the Inspection Commission said the board had violated the principles of centralized democracy and working rules, slackened the leadership and management, and neglected supervision, thus resulting in many law violations and mistakes in the management and use of land designated for defence purpose.

The commission concluded that Senior Lieutenant General Phuong Minh Hoa, former member of the Party Central Committee, former Vice Director of the Vietnam People’s Army’s General Department of Politics, must bear the main responsibility for the violations and mistakes of the Standing Board during the 2010-2015 tenure as he served as Secretary of the Party Committee, Political Commissar and Vice Secretary of the Party Committee of the Air Defence-Air Force Command. Hoa himself signed a number of documents allowing the use of land for economic purpose in violation of regulations.

Lieutenant General Nguyen Van Thanh, former Party Secretary and former Political Commissar of the Air Defence-Air Force, must bear the responsibility as the top leader for the violations and mistakes of the Standing Board during the 2010-2015 tenure. He was responsible for the approval of a list of beneficiaries of the army’s policy on housing and residential land which included some ineligible persons.

The violations of regulations committed by the Standing Board of the Party Committee of the Air Defence-Air Force (2010-2015 tenure) and by Sen. Lt. Gen. Phuong Minh Hoa and Lt. Gen. Nguyen Van Thanh are serious, affecting the prestige of the Party and the army, and calling for disciplinary measures in accordance with the Party’s regulations.  

Other members of the Standing Board of the Party Committee of the Air Defence-Air Force (2010-2015 tenure) are all responsible for the board’s violations and wrongdoings, as well as bear direct responsibility for their personal mistakes. The Inspection Commission requested that the Standing Board of the Central Military Commission instruct the review and clarify the responsibility of related individuals.

The Inspection Commission also decided on disciplinary measures against the Party committee of the Ministry of Information and Communication (MoIC) and related individuals for their violations of regulations and wrongdoings as concluded at the 26th session.

Basing on the specific content, seriousness and consequences of the violations and the Party’s regulations, the Inspection Commission decided to expel from the Party Le Nam Tra, who is former member of the Party Committee of the central business bloc, former Secretary of the Party Committee of the Mobifone Corporation and Chairman of Mobifone’s Council of Members.

The committee also imposed the punitive measure of expulsion from the Party on Pham Dinh Trong, Party Committee member, Secretary of the Party cell, head of the Department of Enterprise Management under the MoIC.

Meanwhile, Cao Duy Hai, Vice Secretary of the Party Committee, member of the Council of Members and Director General of Mobifone, was stripped of all his posts in the Party.  

Pham Hong Hai, member of the Party Committee and Deputy Minister of the MoIC, was reprimanded.

The Inspection Commission requested the authorized agencies to consider and take disciplinary measures against the Party Committee of the MoIC; Nguyen Bac Son, former member of the Party Central Committee, former Secretary of the Party Committee and former Minister of the MoIC; and Truong Minh Tuan, member of the Party Central Committee, Secretary of the Party Committee and Minister of the MoIC.

The commission also considered and meted out disciplinary measures against the Standing Board of the Party Committee of the Bank of Investment and Development of Vietnam (BIDV) and relevant individuals for their violations as concluded at the 26th session of the commission.

Basing on the content, nature, level and consequences of the violations and the Party regulations, the Inspection Commission decided to impose the punishment of expulsion from the Party on Tran Bac Ha, former Secretary of the Party Committee and former Chairman of the Board of Directors of BIDV.

Doan Anh Sang, former member of the Standing Board of the Party Committee and Deputy General Director of BIDV, is stripped of all his posts in the Party, while Tran Luc Lang, member of the Standing Board of the Party Committee and Deputy General Director of BIDV, receives a warning.

The Inspection Committee requested the Standing Board of the Party Committee of the centrally-run businesses’ bloc to take disciplinary measures against the Standing Board of the BIDV Party Committee.

On the case of Tran Viet Thang, member of the Party Committee of the centrally-run businesses’ bloc and Vice Secretary of the Party Committee of the Vietnam Cement Industry Corporation (VCIC), the Inspection Commission said during the time Thang served as Vice Secretary of the Party Committee of the VCIC and Chairman and General Director of the Ha Tien 1 Cement Joint Stock Company, he  violated the principle of centralized democracy and the VCIC’s organizational and operational regulations, signed for the issuance and enforcement of several regulations on business management beyond his competence. He also violated the Party’s regulations on things that a Party member is not allowed to do and on the responsibility for setting an example of Party officials and members.

The Inspection Commission proposed the Secretariat of the Party Central Committee consider and decide disciplinary measures against Tran Viet Thang within its jurisdiction.

Regarding the results of supervision over the Standing Board of the Party Committee of Ha Nam province and its members, the Inspection Commission acknowledged that besides strong points, the board and its members had committed some violations and mistakes in implementing regulations on working style, personnel work and land management.

The commission asked the Standing Board of the Party Committee of Ha Nam province to seriously review its work and responsibilities and promptly fix the violations and mistakes.

At this session, the Inspection Committee also considered and handled complaints regarding Party disciplinary measures in four cases, upholding the punishments in three cases and changing the disciplinary measure on one case.
