Striving to victoriously realise 12th Congress's resolution towards 13th National Congress

ABO/NDO - After six working days in an urgent, democratic and responsible manner, the 11th plenum of the 12th Party Central Committee has concluded successfully, fulfilling all of its set agenda.

The Central Committee discussed the draft documents to be presented to the upcoming 13th National Party Congress: the Political Report and the Report on the 10-year implementation of the 2011 Platform; the Socio-economic Report; the Report on the 5-year implementation of the Party building work and execution of the 12th Congress’s Party charter. The Central Committee also expressed their opinions on socio-economic development and the state budget in 2019-2020 as well as a number of other important issues.

In recent months, the Politburo has directed sub-committees to formulate the draft documents for the 13th National Party Congress so that they can be reviewed by this plenum and sent to Party congresses at all levels for further feedback. The document sub-committee has taken note of the Central Committee’s opinions seriously to complete the detailed outline and produce the drafts presented to the Central Committee.

The plenum basically agreed to the issues presented in the draft reports and stated that the documents have closely reflected the outcomes of the 10-year implementation of the 2011 Platform and the 2011-2020 socio-economic development strategy, and the 5-year implementation of the 12th National Party Congress’s resolution with new findings and recommendations.

Notably, the Political Report is systematic and visionary, covering 35 years of the Doi Moi reform, 30 years of implementing the 1991 Platform and the orientations for Party building, national construction, protection and development in the next 5-10 years, with a vision towards 2045. At the same time, the Central Committee also contributed their ideas to and offered their recommendations on major issues, especially those with different opinions.

The Central Committee affirmed that the 35 years of the Doi Moi reform are an important period in the country’s development history, marking the all-round maturity of the Party, State and people. During the 12th tenure, despite facing numerous difficulties and challenges, the entire Party, people and armed forces have made great efforts to victoriously realise the central targets and tasks, recording many significant achievements. The country continues to grow rapidly and fairly comprehensively in almost all fields, creating many outstanding imprints. It is the result of persevering efforts made by the entire Party, people and armed forces over many tenures.

The Central Committee strongly emphasised that it is obligatory to build on the achievements and lessons during the 12th tenure, further push through Party building, rectification, combat against bureaucracy, corruption, wastefulness in alignment with building a pure and strong rules-based socialist state; enhance the leadership and ruling capacity of the Party as well as the effectiveness of the state.

In his concluding speech, General Secretary and President Nguyen Phu Trong affirmed that “We are actively preparing for the Party congresses at all levels towards the 13th National Party Congress. We must resolutely let no violating, degenerate and corrupt officials into the Party committees! Anyone who violates the discipline must be strictly punished. Punishment must be carried out strictly from the top down to maintain discipline and regain and reinforce the people’s confidence and affection."

The Central Committee assigned the Politburo to direct the sub-committee to quickly and seriously take note of the Central Committee’s opinions, continue to complete the draft reports and send them to Party congresses at all levels for feedback; properly organise the collection of opinions at local Party congresses in order to fine-tune and enhance the quality of documents which will be submitted to the Central Committee for approval in 2020 and publicised to collect the people’s feedback before presenting to the 13th National Party Congress.

With regards to the implementation of targets and tasks in 2020, after assessing the achievements and weaknesses, General Secretary and President Nguyen Phu Trong noted that “The global, regional and domestic situations are developing in a rapid, complicated and unpredictable manner with significant changes that create numerous opportunities while also presenting a multitude of challenges, requiring the entire Party, people and armed forces to make great strides with strong determination in order to victoriously realise the targets and tasks of 2020 and the 12th tenure.”

The success of the 11th plenum is highly significant to guiding and organising the successful implementation of the tasks for 2019-2020 as well as the entire tenure and the successful organisation of the local Party congresses towards the 13th National Party Congress.
