To overcome difficulties in applying information technology in settling administrative procedures

ABO - On November 12 and 13, the supervisory delegation of the Legal Board of the Tien Giang provincial People's Council worked with 4 departments including Department of Agriculture and Rural Development, Department of Planning and Investment, Department of Industry and Trade, Department of Construction on the application of information technology (IT) in resolving administrative procedures.

* Currently, the “One-stop” model of Tien Giang Department of Agriculture and Rural Development has applied the implementation of the province's "One-stop" software in receiving, processing and returning results of administrative procedures for organizations and individuals with 121 administrative procedures. The department has also developed a process of implementing 121 administrative procedures with levels 3 and 4. Up to now, the total number of records entered into the province's electronic portal is over 3,600, of which the number of files handled earlier than 3,500 records, reaching over 97 percent.

* At the Tien Giang Department of Planning and Investment, the total number of administrative procedures provided on the province's “One-stop” software is 138 and all are provided at level 4. The total number of dossiers entered into the provincial electronic one-stop-shop software was 1,829, reached 100 percent, resolved before maturity on 91.7 percent. In particular, there are nearly 80 online applications and 25 returned results via the public postal service.

* For Department of Industry and Trade, the total number of administrative procedures provided on the electronic portal of the province is 123, of which the number of administrative procedures provided at level 4 is 62. The total number of dossiers entered into the electronic “One-stop” software in the province was 9,852, settled before maturity reached over 74.7 percent; there was no record of overdue settlement. The unit has nearly 1/3 of the applications received online at level 4 such as the promotion notification procedure and the promotion content.

* At the Department of Construction, there are 39 administrative departments under the jurisdiction of the unit which are provided on the electronic portal of the province. Due to the nature and specificity, only one of 39 procedures was provided with level 4, the rest were at level 3. The total number of records entered into the provincial electronic portal was 653, the solution premature resolution reached nearly 90 percent; there are 61 dossiers for overdue settlement, due to a number of procedures in the appraisal process that need additional information as well as a number of procedures pending code granting from the Ministry of Construction, etc ...

By supervising 4 departments, the members of the delegation highly appreciated the efforts of leaders, cadres and civil servants of the departments in the application of IT in resolving administrative procedures. However, the application of IT in solving administrative procedures at the unit still faces difficulties because of incompatibility between centralized business software and the local software. The number of records generated online registration, the reception and return of results through public postal services is limited.

The members of the supervisory delegation hope that in the coming time, the departments should focus on leading and directing to further promote the IT application; gradually overcome limitations and exist; those simple procedures focus on implementing level 4; continue to propose and propose the concerned ministries and branches to remove difficulties regarding software incompatibilities; ... in order to better perform the management, administration and better service to the organization, personal and business.
