Storm Doksuri is forecast to make landfall in the central provinces of Nghe An, Ha Tinh, Quang Binh and Quang Tri from noon September 15, with strong winds of up to 120km per hour.

Provinces from Thanh Hoa to Quang Ngai have been warned of heavy rains from 100-400mm, in addition to floods and landslides.

The sea level from Quang Ninh to Quang Binh is forecast to rise by up to 2 to 3 metres.

At an emergency meeting held on the morning of September 14, Deputy Prime Minister Trinh Dinh Dung emphasised that Doksuri is forecast to be the biggest storm in ten years and called for sea closures, the establishment of shelters and evacuation of local residents in high-risk areas.

On the morning of September 14, provinces from Quang Ninh to Khanh Hoa called on nearly 70,000 fishing vessels, with more than 287,000 labourers on board, to seek shelters.

Nghe An and Ha Tinh, two provinces to be directly hit by the storm, declared a sea ban beginning at 7am September 14 and 5pm September 13, respectively.

In addition, Nghe An is also prepared to evacuate more than 47,000 people, while Ha Tinh is prepared to evacuate 28,000 people in 13 districts.

Meanwhile, Quang Binh is ready to evacuate 76,000 people and Thua Thien-Hue is going to evacuate 27,000 households.

Following the emergency meeting, Deputy PM Dung, along with Minister of Agriculture and Rural Development Nguyen Xuan Cuong, flew to Quang Binh to directly monitor preparations for the storm.
