On October 28, 1919, Tien Giang People's Committee issued Decision 3392 on the establishment license and recognition of the Charter of the Fund for care and promotion elderly role in the province. Accordingly, the management council of the Fund consists of 5 members; Chairman of Tien Giang Elderly Association Do Tan Minh as the chairman of the council.

After obtaining the policy to permit the establishment of the fund, the founding committee has built a plan to mobilize the fund's capital to ensure the initial minimum capital as prescribed in Decree 30/2012 / ND-CP as 1 billion VND to be eligible for operation. As a result, Tien Giang People's Committee supported over 957 million VND. The Standing Tien Giang Party Committee mobilized enterprises to 500 million VND. At the launching ceremony, many units, businesses and religious dignitaries inside and outside the province also contributed to the fund. The total current fund is over 2.4 billion VND.

Vice Chairman of Tien Giang People's Committee Tran Van Dung emphasized: The Fund for care and promotion elderly role is a non-profit charity fund. The management council of the Fund should have a plan to use the fund appropriately, the care activities for the elderly must be the right subjects and practical significance. At the same time, the management council of the Fund continues to mobilize the support of units, organizations and benefactors to contribute to the growing and growing fund resources to perform well the work of social security, etc...
