Scientific conference discusses measures to promote social work for people with disabilities

NDO – A national scientific conference on social work with people with disabilities was held in Hanoi on December 2.
The event was jointly held by the Scientific Councils of the Party Central Committee (PCC) Commission for Communications and Education, the PCC’s Economic Commission and other Commissions of the PCC.
More than 40 speeches at the conference focused on analysing and discussing issues of awareness, results and limitations, as well as proposing solutions to enhance social work for people with disabilities, and ensure the implementation of Vietnam’s sustainable and inclusive development goals.

According to the National Survey on People with Disabilities in Vietnam conducted by the General Statistics Office in 2016 and 2017 with the technical assistance of UNICEF,, over seven per cent of the population aged two years and older, or around 6.2 million people in Vietnam, have a disability.
Regarding social protection, the Government has made great efforts to support people with disabilities and out of every 10 people with disabilities, 4 people receive a monthly allowance; one in every two receives support to purchase health insurance cards and one in three is exempted from medical expenses.
The Party and State have paid great attention to social security, taking care of the lives of policy beneficiaries, including people with disabilities. Vietnam has actively and effectively participated in the United Nations Convention on the Rights of Persons with Disabilities.
In addition, the legal system on people with disabilities has also been completed step by step. The Law on Persons with Disabilities took effect on June 17, 2010, along with 6 Decrees, 21 Circulars and many other legal documents guiding the implementation of the Law being promulgated.
A National Committee on People with Disabilities was established and organized both at the central and local level. The Prime Minister issued Decision No.1019 on August 5, 2012 approving the Project to support people with disabilities during the 2012-2020 period and Decision No.1100 on June 21, 2016 approved the Plan for the implementation of the UN Convention on the Rights of Persons with Disabilities in Vietnam.
