Vietnam attends INCOSAI in Russia

ABO/NDO – The 23rd International Congress of the International Organisation of the Supreme Audit Institutions (INCOSAI - 23) is taking place in Moscow, Russia, from September 23 to 28, with the participation of more than 1,000 representatives representing Supreme Audit Institutions (SAI) from 168 countries.

The 23rd INCOSAI is being held in Moscow under two themes: Information Technologies for the Development of Public Administration, and The Role of Supreme Audit Institutions in the Achievement of National Priorities and Goals.

At the invitation of the Russia’s State Audit, the delegation of the Vietnam’s State Audit led by Deputy Auditor General Nguyen Quang Thanh attended the official and sideline programmes of the INCOSAI -23.

Addressing the opening ceremony on September 25, President of Russia Vladimir Putin said that he was delighted to welcome all of the delegation to Moscow and the 23rd Congress of the International Organisation of Supreme Audit Institutions.

This is the first time that Russia hosts the main forum of this representative and highly respected international organisation.

President Vladimir Putin expressed his hope that the SAIs wouldpromote fair and responsible public administration aimed at ensuring sustainable development for society as a whole as well asraising living standards to an ample level.

He also believed that INCOSAI-23 would help improve cooperation between members of the International Organisation of Supreme Audit Institutions (INTOSAI) community and stakeholders.

The opening ceremony also witnessed the transfer of the role of Chairman of INTOSAI between the United Arab Emirates (UAE) and Russia. Immediately after the opening ceremony, the congress agreed to adopt regulations of the INCOSAI-23 and agenda, they unanimously elected SAI Kazakhstan as Vice Chairman of the INCOSAI-23.

At the first plenary session, the State Audit of China, as the Secretary General of the Asian Organization of Supreme Audit Institutions (ASOSAI), reported ASOSAI's activities over the past three years. The report focused on assessing the implementation of INTOSAI's strategic goals, ASOSAI's activities on environmental auditing and the implementation of the sustainable development goals, as well as the challenges that ASOSAI is facing.

As Chairman of ASOSAI for 2018-2021 term and a member of the ASOSAI Executive Board for three consecutive terms from 2015-2024, the Vietnamese delegation has actively participated in INCOSAI-23's activities, contributing to the general success of the Congress. In the framework of INCOSAI-23 in Russia, State Audits of Vietnam and China jointly organized the exhibition space on ASOSAI's publications, including the Hanoi Declaration of ASOSAI 14 held in Vietnam, in September 2018.
