The governments from province to grassroots have to transfer from "managing" to "serving and supporting"

(Excerpts of the speech of Chairman of Provincial People's Committee Le Van Huong at the Conference of Tien Giang Enterprise Development 2016)

After the conference, People's Committee of Tien Giang Province and the departments and localities have been listened to the comments from the speakers such as Prof. Dr. Ho Duc Hung, Mr. Thai Tuan Chi, Mr. Nguyen Hung Phong, and the opinions of the enterprises, business households and students of Tien Giang University, etc. On behalf of Provincial People's Committee, I am very grateful to the valuable sharing, comments, suggestions and experiences about business development and start-up, etc.

I require the relevant organizations of province and localities to research and find out solutions to deploy effectively. I assign Department of Planning and Investment to research and synthesis along with the process of developing the Action Plan to implement the Resolution No. 35/NQ-CP of the Government on supporting and developing enterprises by 2020.

In 2016, according to the domestic socioeconomic forecast, there are some certain advantages. For example, economy with tending to recover, the documents on guiding the implementation of the Law on Investment and Law on Enterprise have been just promulgated and become effective on stimulating investment, consumption, production, business development. Especially, Resolution No. 35/NQ-CP of the Government on supporting and developing enterprises to 2020 will create a favorable environment for economic development.

Besides, the formation of ASEAN Community and the signing and deploying the Agreement on the Trans-Pacific Partnership (TPP) and the ASEAN free trade agreements with China and other partners have created important conditions and opportunities for development, investment attraction and export, but they are also huge challenges, notably the quality of growth and competitiveness of the economy.

According to the research and practical experience in domestic and abroad, developing enterprise and encouraging start-up need 04 core groups to support. They are credit, technology, training of human resources and market approach. In addition, fair, favorable, transparency business environment is also very important. Concurrently, the educational system must also emphasize the sense of start-up, and students are also prepared the entrepreneurship so that they can learn from their mistakes and get more experiences from the past.

On that foundation, to develop increasingly powerful enterprise forces with high competition and sustainable development, from the end of 2015 and beginning of 2016, Provincial People's Committee has just directed to implement solutions to improve the investment and business environment; enhance competitiveness, focus on solving the difficulties and problems of businesses, investors and promote new enterprises, in there:

Firstly, to develop enterprises and encourage start-up, the core issue of the local is creating favorable, equitable business and investment environment for all economic sectors.

To further improve the investment and business environment, Provincial People's Committee has issued Plan No.113/KH-UBND dated May 30, 2016 on implementing Resolution No. 19 of 2016 of the Government about the tasks and essential solutions to improve the business and investment environment, enhance competition of two years (2016-2017) and oriented to 2020. It is assigned specific duty and time for each department and locality to improve the provincial investment and business environment in 2016, 2017 and to 2020.

Secondly, effectively deploy the Resolution No.35/NQ-CP dated May 15, 2016 of the Government on supporting and developing businesses by 2020, aiming to create new enterprises force with high competition and sustainable development, as follows:

- Provincial People's Committee holds public dialogues periodically at least twice/a year with the business community and the press to timely capture and remove difficulties and obstacles of businesses in the province. The first one will be held at the end of June 2016.

- Establishing and publicizing the hotline, online inquiry on the portals of province, departments and localities to receive feedback, guide as well as answer to the enterprises.

- Reforming administrative procedures, focusing on the fields of business registration, investment, land, tax, environment and construction. In addition, complying with the rules of the 2014 Investment Law and 2014 Enterprise Law, Land Law, Construction Law, directing and checking specifically to eliminate unnecessary paperwork and performing accreditation, making one-stop-shop service and steering to enhance the role and responsibilities of the state management agencies to shorten the administrative procedure. Unifying places of receiving and processing documents; guiding, resolving administrative procedures for enterprises. These places will inform 01 times for businesses and investors if there are amendment and supplementation required.

- Officers and employees are thoroughly grasped in terms of the civil service ethics, administrative reform, anti-corruption and bureaucracy.

Thirdly, human is a key factor for the development of enterprises. It is necessary to create and develop entrepreneurship, start-up sense through training courses in terms of start-up and business management skills. The departments and agencies coordinate with Provincial Enterprise Association in membership development, enterprise development and organization of training courses according to enterprises' demand.

Provincial Enterprise Association performs its role as a connection between the enterprise community and the state authorities. The association promptly reports the difficulties, obstacles and recommendations of the enterprise community and entrepreneurs to the state to solve difficulties and problems, and promote the enterprise development.

Fourthly, researching to form Tien Giang entrepreneur club, after this conference, Department of Planning and Investment in collaboration with Tien Giang Enterprise Association will be researched to establish Tien Giang Start-up Club which will support and facilitate business ideas in practice, notably focusing on mobilizing capital in order to fund start-up ideas, proposals and projects. Assisting in the deploying projects, business ideas and business foundation.

Fifthly, strengthening to give information to enterprises and citizens. Promulgating publicly and transparently information in terms of socioeconomic development planning of the province and localities; departmental development plans; land use planning; urban construction planning; information on land, land price  for lease in industrial zones; incentive investment policies, etc. on the mass media, especially on the provincial portal and portals of departments, branches and localities. Timely informing new policies related to enterprise, business households and citizen. Promulgating information in terms of calling for investment as well as investment and business opportunities so that enterprises, business households and students can know and implement.

In front of new opportunities and challenges, People's Committee of Tien Giang Province, relevant organizations and localities commit to accompany enterprises, business households all the time and consider them as subjects to serve.

In terms of enterprises, entrepreneurs and business households, I hope that the business community in the province as the main forces on the economic front faces opportunities and huge challenges. It is required that the business community has a long-term investment strategy, actively find out investment and business ideas for the future, clearly define targets, development orientation, figure out the most appropriate markets with business strategy; constantly improve managing ability, competition, solidarity and cooperation to create a great strength.

At the same time, enterprises and entrepreneurs need to improve community relations, expand joint ventures, cooperation, help and support each other to develop, especially supporting to develop from business households into enterprises. Besides, they always have to comply the law; care for worker's life; build business culture; actively participate in humanitarian activities, charity and gratitude movement; helping policy families, etc.
