Nearly 30 trillion VND disbursed to employees during apparatus streamlining
ABO/NDO- In an effort to streamline the administrative apparatus and ensure benefits for officials, public employees, and civil servants who leave their positions due to organisational restructuring, as of June 30 the Ministry of Finance had disbursed approximately 29.8 trillion VND to around 27,900 personnel who have been made redundant under the regulation.
Based on the consolidated reports from ministries, central agencies, and localities that submitted requests, the Ministry of Finance compiled and submitted a request to the Government and the Prime Minister on consideration for the supplementation of 61.461 trillion VND from the central budget to make payments to eligible individuals. Of this amount, 52.308 trillion VND was allocated to 31 ministries and central agencies while 9.153 trillion VND was provided to 22 localities.

According to data from the State Treasury as of June 30, the Ministry of Finance had disbursed approximately 29.8 trillion VND in benefits to civil servants retiring due to organisational restructuring. This figure includes around 7.6 trillion VND for officials working at central agencies and about 22.2 trillion VND for those at local levels.
Additionally, approximately 27,900 individuals have received retirement benefits due to organisational restructuring, including around 7,000 working at central agencies and about 20,900 from localities.
Speaking on ensuring funding sources, Duong Tien Dung, Deputy Head of the State Budget Department under the Ministry of Finance, stated that in recent times, in implementing regulations on organisational streamlining, based on Decree No. 178/2024/ND-CP of the government, the Ministry of Finance issued Circular No. 07/2025/TT-BTC and Circular No. 34/2025/TT-BTC providing guidance on determining funding sources, preparing estimates, managing, using, and settling the funds to implement the policies stipulated in Decree No. 178/2024/ND-CP on regimes and policies for officials, civil servants, public employees, workers, and armed forces involved in the restructuring of the political system's organisational apparatus.
According to the deputy head of the State Budget Department, during the implementation process, the Ministry of Finance also issued documents urging and guiding ministries, central agencies, and localities to organise and implement the policy. The guiding documents emphasised the spirit of full and timely disbursement of the policies and benefits for eligible individuals in accordance with the regulations, strictly avoiding delays due to either objective or subjective causes.
“The consistent directive from the Government and the Ministry of Finance is to ensure there is no shortage of funding for benefit payments, fully guaranteeing the entitlements of staff in accordance with the regulations. Funds have been sufficiently allocated; the disbursement depends on the progress of processing at each unit,” Duong Tien Dung shared.
