Concluding the conference, the Chairman of the PPC Le Van Huong emphasized that the political system needs to attempt, especially heightening the role of the head, before the effectless cultural institutions.
He urged leaders of branches and localities to seriously consider the limitations and take concrete measures to adjust the operation of the commune-level cultural centers now.

The heads of branches and localities should be responsible to the PPC if they do not change their activities in the localities in the coming time.

The Chairman of the PPC also suggested that the Department of Culture, Sports and Tourism presides at coordinating with the Department of Home Affairs and the Department of Finance to develop a project to improve the quality of the commune-level cultural centers.

Regarding the budget for the operation of the commune-level cultural centers, he asked the Director of the Department of Finance and the Director of the Department of Home Affairs to find out solutions to spend money for commune-level socio-cultural activities according to regulations.

He also noted that localities need to expand the functions of their institutions, not only in the field of cultural and sports activities but also in the diversification and practicality of their services to meet the needs of the people.
