According to Tuan, he wrote this software in 2011 and applied to the activities of personel management in his deparment. During usage, this software showed some disadvantages such as: It was not updated regularly to ensure conformity with the current regulations on the information to collect, report forms, fonts, etc ... as well as not to meet fully demand of data quick access for reports, thematic reports, etc ...

In early 2015, he upgraded the software to repair these limitations, improve efficiency and its features. This software runs on Microsoft Office Access software with modest capacity than some other specialized software (about 8MB).

This software has utilities such as: Accessing quickly information on the total number of officials and public servants (public servants); number of party members, trade unionists; statistics on education, professio, politic, foreign language, computer, etc ... of the entire agency, unit or units directly under at a time to report.

In particular, this software can also print curriculum vitae, detailed curriculum vitae of individual public servants with sufficient information (family relations, training process, the process of work, some related information ...) for comparison with handwritten resume as needed.

The highlight of this software in comparision with some existing software on the market is no need to buy the copyright (cost of purchasing dedicated software copyright from VND 5-10 million) beacause of the author’s offer of free manual. In addition, it can provide background information about public servants in the 2a form (by the Central Organizing Committee, the Interior Ministry issued and applied uniformly throughout the nation).
