NA continues to debate revised laws

National Assembly (NA) deputies adopted the Law on amendments and supplements to some articles of the Law on enforcement of civil judgements, and the revised Housing Law, and discussed the draft revised Civil Code and the draft revised Law on State Budget during their plenary session in Hanoi on November 25.

In the morning, the Law on amendments and supplements to some articles of the Law on enforcement of civil judgements was adopted by lawmakers, with 84.1% of votes.

Discussing the draft revised Civil Code, many deputies agreed that the supplements and amendments to the draft code aim to promote the fundamental roles held by the Code, as well as create efficient legal mechanisms to ensure civil rights for individuals and legal entities, and minimise civil authorities’ intervention into establishing, changing, or ending civil relations.

Legislators also discussed in depth the draft revised Civil Code, which they said, should clarify the definition of State and private ownership. Deputies also gave feedback on the timing of determining asset ownership and the application of relevant laws.

Changes to the Civil Code also specify commercial and non-commercial legal entities, as well as public and non-public legal entities.

In the afternoon, the NA deputies approved amendments to the revised Housing Law and the Law on Property Trading, with 77.46% and 84.1% of votes, respectively.

During discussions on the draft revised Law on State Budget, the NA deputies said the current Law has revealed many limitations and shortcomings that must be addressed. They also noted the need for comprehensive amendments in order to meet requirements of the revised Constitution while fitting with the practical conditions of the country and international practices.

They also proposed that the NA determine the State budget twice a year (at the beginning and the end of the year), while managing the State budget based on efficiency, strengthening transparency and financial disciplines, and creating conditions for the community to supervise the management and use of State budget.

The revised law also needs to clarify the scope of collection, spending and overspending of State budget, they said.
