NA deputies adopt revised Law on civil Aviation
On the 28th working day of the National Assembly 13th tenure’s eighth session (November 21), NA deputies adopted amendments and supplements to the Law on Civil Aviation and discussed draft amendments to the Laws on Military Service and Governmental Organisation.

With the agreement of 404 deputies, equivalent to 81.29% of the total number of legislators, the NA adopted amendments and supplements to several articles of the Law on Civil Aviation.
Discussing draft amendments to the Law on Military Service, deputies Le Viet Truong from An Giang province and Nguyen Sy Hoi from Nghe An province and many others agreed with the regulation to extend the military service term from 18 to 24 months for the army to be fully prepared for combat. However, Nguyen Van Tuyet from Ba Ria-Vung Tau province suggested that the term should be reduced to 12 months to ensure human resouces for socio-economic development.
Some other deputies asked for futher study on the extention of military service in specific cases to ensure unification and equality in citizens’ rights and responsibilities.
Many deputies agreed with Article 32 on the military service age, from 18 to 25 and to 27 for citizens joining tertiary education.
Khuc Thi Duyen from Thai Binh province suggested that citizens should have rights to register and decide the appropriate point of time to fulfill their national protection responsibility to avoid negative incidence in calling for military service.
Meanwhile, Le Thi Nguyet from Vinh Phuc province proposed that the postponement of military service should be reviewed to ensure social equality and legal strictness.
Regarding amendments to the Law on Governmental Organisation, many deputies said that the law should focus on building a streamlined, effective and efficient administrative apparatus to fulfill the construction of a law-governed state, a socialist-oriented market economy, international integration and co-operation.
They also asked for a specified relation between the Government and the Prime Minister and clarified responsibilites of ministers, who are not only Cabinet members but also heads of entrusted sectors.
Bui Thi An from Hanoi suggested that the number of ministries, their names and functions should be regulated in the law, and the function of business management should be seperated from the function of strategic planning to consult the Government about the sector’s development and management.
Tran Du Lich from Ho Chi Minh City and many other deputies asked for clarified regulations on rights and responsibilites of the Government and local authorities.
