NA deputies discuss draft law on Local Government Organisation

The 13th National Assembly (NA) continued its eighth session in Hanoi on November 24 with discussions focused on the draft Law on Local Government Organisation and two UN Conventions on human rights.

Discussing the draft Law on Local Government Organisation, some deputies agreed on a proposal to only create people’s committees without people’s councils in districts and wards.

Meanwhile, deputies Trieu La Pham from Ha Giang and Tran Ngoc Vinh from Hai Phong, along with other deputies said that people’s councils should be set up alongside people’s committees in every locality to ensure residents’ close supervision over power.

Ho Thi Thuy, a representative of Vinh Phuc province, pointed out that the draft law had yet to specify the differences in power at each level of local government, thus failing to address the overlap and define the responsibilities of each level. Many deputies proposed the draft law be adapted local government’s differences in power and tasks to the natural condition, socio-economic development and management capacity of specific areas, including rural and urban areas.

On the same day, the deputies heard reports from delegate from the National Assembly Standing Committee on the revised Laws on the Organisation of the People’s Court and People’s Procuracy and Resolutions on the enforcement of these laws.

The deputies discussed the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and the Convention on the Rights of Persons with Disabilities. The majority of deputies agreed that the approval of the UN Convention matched the view of the Vietnamese Party and Government.

However, deputy Nguyen Thuy Anh from Phu Tho said that functional agencies should prepare legal conditions for the approval of the UN Convention to ensure that Vietnam avoid lacking the appropriate regulations matching the Convention.
