Vocational Training Law under scrutiny at NA working session
Deputies of the ongoing 13th National Assembly (NA) eighth session spent their 15th working day discussing revisions to the Law on Vocational Training.

Responding to the ideas raised by some lawmakers of renaming the law to the ‘Occupational Education Law’, deputies Nguyen Thanh Hai from Hoa Binh province and Tran Minh Dieu from Quang Binh province argued that the renaming could lead to the form of a new Law, and thus may cause shortcomings in bringing the law to life.
The deputies also sought clarification on the State management of vocational training, with the work is currently being managed by the Ministry of Education and Training (MOET) and the Ministry of Labour, Invalids and Social Affairs (MOLISA).
Since both of the ministries are taking charge, it has caused overlaps in management and wastefulness in investment and resources allocation for vocational training, they claimed.
Deputies Pham Thi Hai (Dong Nai) and Nguyen Thanh Tam (Tay Ninh) recommended the MOET be in charge so that vocational training programmes from kindergarten to undergraduate levels can be organised synchronously.
This change would also make distribution of the State budget for education and training easier, they added.
Meanwhile, Cu Thi Hau (Hung Yen) and Le Thi Nguyet (Vinh Phuc) agreed with the NA Standing Committee’s suggestion of assigning the MOLISA the work, as the ministry had been appointed to cover the management of vocational training nationwide and has initially gained encouraging results in improving workers’ qualification.
In the afternoon working session, lawmakers considered the draft of the revised Law on the Vietnam Fatherland Front (VFF) and the draft Law on the election of NA and People’s Council representatives.
They asked for clear regulations on the VFF’s supervisory functions in order to distinguish between supervision conducted by publicly-elected bodies.
Discussing amendments on the Law on the election of NA and People’s Council representatives, the lawmakers stressed the need to detail requirements for candidates to the positions, such as criteria on age, educational background and work experience.
