Stepping towards socialism is the aspiration of Vietnamese people. It is also the right choice of the Communist Party of Vietnam (CPV) and President Ho Chi Minh, consistent with the historic development trend. On the path to success, it is impossible to avoid shortcomings and limitations, requiring comprehensive reform. In Vietnam, ‘Doi Moi’ (Reform) is not only a common noun but also a great thought, marking a milestone in history.

The birth of the CPV on February 3, 1930 constituted an important historical event and a significant turning point in the history of the Vietnamese revolution, marking a milestone in the country’s development. The foundation of the Party broke the deadlock in the search for revolutionary ideas in Vietnam.

The selection of the revolutionary path was a historical decision, made in line with the desires and interests of the Vietnamese people and helping the CPV lead Vietnam’s revolution from victory to victory.

Under the Party’s leadership, the Vietnamese people successfully carried out the August Revolution in 1945, establishing the Democratic Republic of Vietnam — now the Socialist Republic of Vietnam the first ever people’s democratic State in Southeast Asia.

The two resistance wars to defend the country against aggressive colonists and imperialists were marked by the glorious triumphs on the Dien Bien Phu battlefield and the Ho Chi Minh Campaign in April 1975, reunifying the country and opening a new era of independence, freedom, and socialism for the nation of Vietnam.

Despite numerous hardships — especially the collapse of socialism in East European countries and the Soviet Union — under the sound leadership of the Party, Vietnam remained steady and prospered with a stable socio-political situation, while persistently following the chosen path: national independence attached to socialism. After a history of blood, sweat and tears to gain freedom and independence, what Vietnam currently wants is stability so that it can quickly grow and further improve people’s living standards.

Fruitful outcomes of the reform process created new strength and status for the nation on the international arena. Impressive success was seen in the comprehensive reform of the country. The country’s economy rose out of crisis and made strong steps forward, improving the living conditions of the people. Vietnam has also expanded its foreign relations and international integration, particularly ties with neighbouring and regional countries, as well as world powers, traditional friends, and important partners.

Many efforts have been made in implementing the work, with a number of important results being recorded. However, in comparison with demands for development, there remain many shortcomings and weaknesses.

In 2015, Party organisations from across the country will organise congresses in preparation for the 12th National Party Congress. After nearly four years of implementation of the Resolution of the 4th Plenum of the Communist Party of Vietnam (11th Tenure) on ‘Some Urgent Issues on Party Building’, Party organisations throughout the country continue to implement the Resolution of the 4th Plenum of the Party Central Committee, together with enhancing their adherence to President Ho Chi Minh’s moral example. In addition to practicing review, criticism and self-criticism regularly, a number of solutions in a resolute and synchronous way have been carried in an effort to improve the Party leadership and fighting capacity, building a pure and strong Party.

Having attachment to the people and being trusted and supported by the people who have pointed out shortcomings and weaknesses, it is certain that our Party will become stronger, work with the guide ‘morals and civilisation’, and continue to be youthful like spring, thus being worthy of being the vanguard of the working class, of the working people and of the nation of Vietnam.
