Opening the conference, NA Chairman Nguyen Sinh Hung announced contents to be discussed during the meeting, including matters related to socio-economics, security, national defence, judicial work as well as practice of thrift and wastefulness prevention.

He asked the NASC to make thorough preparations for the NA’s upcoming session and give comments on three draft laws, especially the Civil Code and the Law on Referendum.

The committee will consider the Government’s proposal to establish several towns and administrative units at the grassroots level.

On the first working day, the conference discussed supplements to the Government’s reports on the implementation of the 2014 socio-economic development and State budget plans and the realisation of 2015’s socio-economic development and State budget plans. They also discussed a plan to allocate the State budget’s excess revenue in 2014.

The Governments report indicated that most of NA-assigned tasks have been fulfilled, except the target on the rate of trained workers, thus Chairwoman of the NA Committee for Social Affairs, Truong Thi Mai asked the Government to seek measures to address this issue in order to improve the human resources’ quality, a crucial matter in the nation’s current industrialisation and modernisation.

Mai also urged the NA and the Government to come up with measures to support farmers who are continuously facing difficulties in selling their produce.

Chairman of the NA Committee for Financial and Budgetary Affairs, Phung Quoc Hien shared Mai’s ideas and expressed his concern about the fact that production has not been linked with markets, as farmers are unaware of how their products are consumed.
