Party Central Committee convenes 11th conference
The 11th conference of the 11th tenure Party Central Committee (PCC) opened in Hanoi on May 4 under the chairmanship of Party General Secretary Nguyen Phu Trong.
The PCC will discuss a human resources plan for the 12th tenure PCC; the number and allocation of delegates to attend the 12th national Party congress; a local authority organisation model; a project on building the Long Thanh International Airport; and a report on the Politburo’s performance since the 10th conference.
Addressing the opening ceremony, General Secretary Trong stressed the importance of preparations for the 12th national Party congress’ human resources plan and urged the PCC to make decisions on the plan in order to prepare people for posts in the PCC, the Politburo, the Secretariat, the PCC’s Inspection Commission, General Secretary and key leaders of State agencies for the 2016-2021 tenure.
The PCC human resources plan is crucial to the future of the Party, the nation and the country’s development, General Secretary Trong said.
A PCC member should be politically steady; insistent on the target of national independence and socialism; and totally loyal to Maxism-Leninism, Ho Chi Minh thought, the Party’s platform and policies, the State’s Constitution and the nation’s interests, while being a role model in ethics and lifestyle, protecting the Party’s unity and being entrusted by people, the Party leader added.
He asked PCC members to comment on the principle and grounds for an appropriate delegate allocation in accordance with the Party’s Charter. The Politburo will make a final decision on the number of delegates from each Party committee to attend the upcoming congress.
Regarding the local authority organisation model, the Party chief emphasised the significance of improving local authority organisation, which has been tabled at many conferences of the PCC.
At the conference, the Politburo will report to the PCC on the matter, selecting an appropriate local authority organisation model in order to help the National Assembly to study and adopt the Law on Local Authority Organisation at the upcoming ninth session.
The Long Thanh International Airport project is of national significance, requiring further comments on the project’s necessity and feasibility; land use demand and site clearance; the resettlement plan; applied technology, management and operation models after the project is completed; socio-economic effectiveness; the project’s featured mechanisms and suggestions of the Government’s Party Committee, General Secretary Trong said.
The conference is scheduled to last until May 7.
