Party officials discuss personnel work for Party Central Committee
The Politburo convened a national meeting in Hanoi on May 28 to discuss personnel work for the 12th tenure Party Central Committee (PCC).

On behalf of the Politburo and the PCC Subcommittee on Human Resources, Politburo member and Secretary of the PCC To Huy Rua presented a personnel plan to the 12th tenure PCC, which defines four specific requirements for the building of the 12th tenure PCC: ethics, credibility and solidarity; quantity and personnel structure; inheritance and development; and the content and method of personnel selection.
Accordingly, the PCC be a strong and unified collective, with firm political standing, working to maintain national independence and socialism, for a rich people, a strong country, and an equitable and civilised society. The PCC should also have a strategic vision, innovative and creative thinking, and be closely connected with the people to unify the whole Party and the people, to lead the nation in the new stage of development.
Regarding the standards for members of the PCC, the Politburo and the 12th tenure Secretariat, the plan stresses three sets of criteria: political standing, patriotism, loyalty to the Party, the nation and the people; revolutionary moral qualities; and knowledge, wisdom, competence, and operational effectiveness.
Members of the PCC should be representatives of the Party regarding politics, and theoretical and practical actions; insistent on national independence and socialism; and loyal to Maxism-Leninism, Ho Chi Minh thought, the Party's platform and policies, the State's Constitution and the nation's interests.
According to Politburo member Rua, the personnel introduction processes for the 12th tenure PCC will be conducted in two rounds, both at local and central levels, with round 1 to be completed by next June, and round 2 to be finalised by the first half of August 2015. The PCC will then finalise personnel work during its conferences before submitting the personnel plan to the 12th National Party Congress.
Addressing the event, Party General Secretary Nguyen Phu Trong stressed the importance of preparations for the 12th National Party Congress' human resources plan, saying that it is necessary to choose the most deserving officers to stand in the highest governing bodies of local Party committees, as well as ministerial and central-level agencies.
The Party chief noted that introducing people for posts in the PCC is the beginning stage of the process, so it is important to select the right staff right from the screening process to form a solid basis for the following stages.
He requested local Party committees effectively implement guidelines from the central level for proper implementation of Party personnel work from local to central levels.
Party General Secretary Trong affirmed that the selection process should be imparted on those who put the Party and nation’s interests first, are fair and objective, and stand in good relation with the people.
