National Assembly to convene three meetings in 2016
The National Assembly has adopted a resolution on the law-making agenda in 2016 with three plenary meetings planned for the year, including the last sitting of the 13th legislature and two sittings for new legislature.
In 2016 the Communist Party of Vietnam will hold its 12th national congress, to be followed by elections of the 14th National Assembly and People’s Councils at all levels.
The first plenary meeting of the 14th National Assembly is scheduled to take place in late June with the main agenda concerning the selection of senior officials for State agencies, while the second meeting of new parliament will focus on socio-economic discussions and law formulation.
Under the law-making programme, consideration to the bill on individuals right to protest will be moved to the final meeting of the 13th assembly in early next year and is expected to be adopted at the second meeting of the 14th legislature to be held in October 2016.
According to Minister of Justice Ha Hung Cuong, proposed amendments to the Civil Code have received around 8.5 million pieces of feedback from the public in more than five months, most of which agree that the draft was prepared in an elaborate manner.
However, a lot of feedback alleges that the draft contains many technical errors, a number of regulations are unclear, unreasonable or do not satisfactorily settle issues arising from civil relations.
