Lawmakers discuss 12th Party Congress draft documents
Continuing the agenda of the 13th National Assembly (NA)’s tenth session, NA deputy delegations on October 23 discussed issues in the draft documents to be presented at the 12th National Party Congress.

The draft documents on discussion include the draft political report by the Party Central Committee and the draft assessment report on the results of implementation of socio-economic development tasks in the 2011-2015 period, and orientations for socio-economic development for 2016 to 2020.
The lawmakers noted that the draft documents have been thoroughly prepared, giving comprehensive evaluations on all fields of national development as well as working out the general targets for the next five years. Some praised the drafts for drawing on lessons learnt and indicating the cause of limitations, directing orientations for the coming period.
They focused on discussing the five-year implementation of the 11th National Party Congress resolutions (2011-2015), reviewing 30 years of the Doi Moi (renewal) process (1986-2016), forecasting the world and the country’s situation, and mapping out objectives and tasks for extensive national development during the 2016-2020 period. Orientations for growth model innovation, and accelerating industrialisation and modernisation were also on discussion.
Recognising the danger of economically lagging behind, Deputy Dinh Xuan Thao from the Hanoi NA deputy delegation suggested they include and carefully analyse the issue in the draft documents. Thao cited assessment in the report by the government saying that Vietnam lags behind other countries in the region.
Especially in the context of strengthened international integration, joining the ASEAN Community at year-end, ten-year membership in the WTO, and conclusion of the Trans-Pacific Partnership negotiations, the issue become more critical, Thao stressed.
Concerning agricultural product consumption among farmers, Deputy Luu Thanh Cong from Vinh Long suggested enhancing agricultural ties. According to the deputy, farmers are aware of and willing to participate in the value chain, but the problem is a lack of instructors to guide them. Cong proposed including the issue of strengthening agricultural ties in the draft document, in which the State should assign tasks for businesses to find outlets for agricultural products, and scientists should use science and technology to improve production to meet consumers’ needs.
Deputy Nguyen Ngoc Bao (from Vinh Phuc) said that to develop the country's economy, it is necessary to innovative economic management thinking towards strengthening the use of science and technology in agriculture and supporting industries, and choosing sources of national strength such as land, coal and minerals.
According to Deputy Nguyen Quoc Binh (Hanoi), in the field of agriculture, the drafts referred to the development of agricultural towards hi-tech solutions, without mentioning development towards organic agriculture. Stressing that it is the global trend in the integration process and environmental protection, he suggested clarifying the issue in the drafts. The deputy also proposed identifying the prominent role of processing and manufacturing in industrialisation and modernisation, while outlining key products and orientation for manufacturing and supporting industries’ development.
At the session, delegates gave comments on the orientations and objectives of building a socialist-oriented market economy, the tasks of continuing to work on legislation on ownership and development of economic sectors and business types, and synchronous development directions and tasks for market factors and market types.
The Party building work in the last five years; the direction for Party building, leadership innovation and improving the Party's capacity; and six key tasks to be focused on in the next the Party Congress tenure were also discussed at the meeting.
