Ministers make clear issues of great concern at NA's Q&A session

National Assembly Chairman Nguyen Sinh Hung and six ministers cleared up many issues of great concern for NA deputies and the public at the last NA's Question and Answer session held on November 18.

Minister of Natural Resources and Environment Nguyen Minh Quang was questioned about the issuance of land use rights certificates for local residents in Hanoi and law violations in this area. He said that after receiving complaints from the people, the ministry worked with the Hanoi Department of Natural Resources and Environment, the municipal People's Committee and the People's Committee of Nam Tu Liem district to investigate the problem. The investigation showed that staff of two construction projects in Hanoi asked several households to pay them money to quickly get the land use right certification.

The case was assigned to the Hanoi Police to investigate and handle. In addition, the ministry will focus on promoting administrative procedure reform in localities and clarify the responsibilities of investors when delaying the issuance of land use right certification to avoid law violations in this field, Quang noted.

In reply to deputy Le Dinh Khanh's question on the adjustments of pensions, Minister of Labour, Invalids and Social Affairs Pham Thi Hai Chuyen said the salary increases for retired officials and officials in office are carried out simultaneously. She noted that in May 2016, all civil servants in office will enjoy a salary increase of 5% while retirees and national contributors will be given an increase of 8% pursuant to the NA Resolution on budget estimates for 2016.

Meanwhile, Minister of Construction Trinh Dinh Dung was asked about the management of fire prevention and fighting at construction sites and the issuance of construction permits for multi-storey buildings. The minister replied that the Minister of Public Security is responsible for evaluating and managing fire prevention at construction sites and they will impose strict punishments on sites violating fire prevention regulations.

Regarding the assessment of safety of multi-storey buildings, Dung said that Vietnamese agencies are capable of testing 45-storey buildings, while the assessment of buildings over 45-storeys must be carried out by foreign agencies. Whether the buildings are examined by domestic or foreign agencies, they must be responsible for their decisions, he added.

Answering the question about the losses of State capital in construction works using State funding, Minister of Planning and Investment Bui Quang Vinh stated that it is very difficult to calculate the losses when using State resources, saying that it is better to enhance the responsibilities and the efficiency in using State capital at each stage of the investment process to reduce losses.

Sharing the same opinions with the Minister of Planning and Investment, Minister of Construction Dung added that specialised agencies in the field have conducted assessments and reviews of expenditure estimates for construction works. The results showed that 5.39% of expenditure for constructions work was cut in 2014 and 5.66% of expenditure was cut in the first nine months of 2015.

In addition, the Minister of Science and Technology was queried about the application of technology in agricultural production while Minister of Justice was asked about the issuance of guidance documents for the implementation of the Law on Land and Notary Law.

NA Chairman Nguyen Sinh Hung also answered several questions on the procedures in the NA's operations.

Concluding the Q&A session, NA Vice Chairman Huynh Ngoc Son said that the Q&A session took place in a democratic, straightforward and constructive manner. He asked for more detailed reports and answers to clarify all issues of concern.
