Issues high on the agenda include personnel planning for the 12th Party Central Committee, Political Bureau, Secretariat and Commission of Inspection. It will also discuss draft working and election regulations of the 12th national congress.

The delegates will also hear opinions contributed by all-level Party congresses and the public to draft documents which will be submitted to the 12th National Party Congress, slated for early 2016.

The implementation of the resolution on Party building issued at the 11th Party Central Committee’s fourth meeting will also be reviewed.

At the opening ceremony, Party General Secretary Nguyen Phu Trong said by November 6, 68 centrally-run Party organisations sent their reports on comments about the 12th National Party Congress’s draft documents. The Vietnam Fatherland Front, social organisations, administrations at different levels and many sectors held workshops and conferences to collect recommendations. Large numbers of Party members, people from all strata and overseas Vietnamese also sent in their suggestions on the drafts.

He asked the Party Central Committee to thoroughly consider the opinions, which have been sorted and summed up in 1,547 pages of reports, and pay more attention to issues of contention so as to fine-tune the drafts.

After hearing the Politburo’s report on personnel preparation, the Central Committee will vote on the list of eligible candidates for the 12th Party Central Committee, the Politburo, the Central Committee’s Secretariat and the Central Committee’s Commission of Inspection in the 12th tenure. After that, they will propose eligible candidates among current Politburo members and Central Committee Secretariat for the four key leading positions.

The Party chief stressed the Central Committee’s 13th meeting is of paramount importance since it centres round preparations for and the organisation of the 12th National Party Congress. He called on participants to bring into play their sense of responsibility to fulfill the agenda.

The meeting is scheduled to run through December 22.
