Institutional construction, most urgent task: PM Phuc
Prime Minister Nguyen Xuan Phuc has asked the Government’s members to focus on the role of institutional construction during the Cabinet’s May meeting in order to review the Government’s shortcomings and seek solutions to address them, particularly the implementation of the Enterprise Law and the Investment Law.

He reiterated the Government’s determination to build an active and transparent government for the country’s development and for all people, which greatly depends on reforms in governance, the administrative system and procedures related to people and businesses.
At the meeting, the Cabinet reviewed the socio-economic situation in May and in the first five months of the year while giving comments on several draft laws and ordinances.
The Cabinet spent the morning evaluating results of the institutional construction work instead of discussing socio-economic issues as usual, showing the Government’s resolution to improving the legal framework for socio-economic development.
Minister and Head of the Government Office Mai Tien Dung delivered a report on issuing documents to direct the implementation of laws. The report was praised for its openness and constructiveness towards building the Government as expected.
Regarding the postponement of legal documents, PM Phuc assigned Minister of Justice Le Thanh Long and Minister Dung to host a tran-sectoral meeting to discuss the issue, reminding them that shortening the process of compiling legal documents should not mean skipping such steps as collecting ideas from the people. He asked the Ministry of Justice and the Government Office to examine the institutional reforms in ministries and ministry-level agencies while urging ministries to focus on improving the investment environment and developing entrepreneurs.
