Administrative reform must look at reality: PM Phuc

Prime Minister Nguyen Xuan Phuc has called for the need to summarise administrative reform work in a substantive way to assess the situation in line with reality and to look for practical solutions.

PM Phuc made the request while chairing an online conference held by the Government Office and the Ministry of the Home Affairs on August 17 to review administrative reform for 2011-2015 and deploy measures for the work during 2016-2020.

Speaking at the event, the government leader stressed the need to frankly tell the truth and look into thorny problems in organisational structure, staff and civil servants, legal institutions, public services, and wages during carry out administrative reform, while calling for participants to contribute specific solutions to successfully implement the work in the coming period.

“We are talking about a creative integrity government with aggressive actions to serve the people and serve the national development. Then what does the orientation spirit look like?”, PM Phuc raised the issue, asking for both central and local levels to make changes in contact with local people and carry out specific actions to bring about people's confidence through administrative reforms.

He also requested they focus on discussing and analysing the core issue affecting administrative reform according to him: public service staff.

The PM stressed that officials must be professional and to serve the people, urging them to be wholehearted public servants serving the happiness and development of citizens and businesses.

While asking for relevant ministries, agencies and localities to make suggestions for strengthening administrative reform, PM Phuc requested upholding the role of inspection and supervision of people elected bodies and unions for a better public administration.

Affirming the role of the people, the leader stated that "people know all", so officials and public servants must uphold their responsibilities to create a shift from central to local levels in serving the people in a real way.

He also urged spending cuts for unnecessary costs among relevant ministries, sectors and localities to facilitate reform in public administration and public finance.

According to the report by the Steering Committee for Administrative Reform, one of the key tasks for the 2016-2020 period is to raise the satisfaction level of the people and enterprises on administrative settlement reaching over 80% by 2020, while ensuring personal satisfaction for services provided by public service units in the areas of education and healthcare at over 80% by 2020.
