Addressing the conference, PM Phuc appreciated the efforts made by ministries, branches, Party committees and governments at all levels as well as unions, organisations and individuals to gain significant achievements in implementing the national programme on building new-style rural areas.

The PM also pointed out limitations and shortcomings that relevant agencies and localities must overcome in the coming time, such as lack of attention to the production of farmers and mobilising people’s contributions beyond their ability.

In addition, he said many localities haven’t paid enough attention to improving cultural life as well as the natural and social environment, particularly in regards to the pollution of water resources and rivers.

The PM affirmed that building new-style rural areas is a special revolution, political task and socialist orientation, aiming to improve the material and spiritual lives of farmers, contributing to reducing the gap between urban and rural areas.

It is highly necessary to promote the role and responsibility of Party committees and governments at all levels, particularly among leaders, in building new-style rural areas, added PM Phuc. He stated that the recognition, praise and reward of communes and districts meeting all criteria for new-style rural areas must be based on objective factors.

According to the Government leader, farmers of new-style rural areas must be intellectuals who dare to think and act, who are capable of innovation and contribute to increasing the productivity and quality of products.

He asked ministries, branches and localities to continue to focus on helping farmers access the latest information and scientific and technological advances as well as deal with challenges as a result of globalisation, international integration and trade freedom during the 2016-2020 period.

Relevant agencies should pay much attention to environmental protection, food safety and clean water provision at rural areas, particularly in localities severely affected by climate change, noted PM Phuc.

He urged the diversification of mobilised source of capital through integration of targeted local programmes and projects with sustainable development programmes of the United Nations.

At the national conference, PM Phuc officially launched the emulation movement ‘The whole country joins efforts to build new-style rural areas’ for 2016-2020 period.

To date, 2,045 communes and 24 districts around the country have been recognised as new-style rural areas.
