Prime Minister Nguyen Xuan Phuc, who is also Secretary of the Government Committee and Head of the Party Central Committee’s Commission Truong Thi Mai signed the document in Hanoi on October 11.

The purpose of the programme is to effectively implement a range of documents and schemes by the Secretariat, the Party Central Committee, the Government and the National Assembly on the socio-economic development plan for the 2016-2020 period.

It also aims to improve the efficiency of mass mobilisation work in State administrative agencies and government bodies at all levels, creating a positive change in perception and action of Party members and civil servants on the work and thus enhancing their responsibilities to serve the people and implement democratic regulations at grassroots levels. All of which contributes to building a clean, strong and close-to-people State, as well as solidifying the trust of the people to the Party and State.

At the ceremony, Politburo member Mai said that the cooperation programme would consolidate the people's confidence in the Party and strengthen the great national unity bloc and the relationship between the Party and the people, while gathering and mobilising the participation of the people in implementing the Party and State’s guidelines and policies and promoting the immense power of the people to create large scale revolutionary movements in building and protecting the country.

The programme represents the common political commitment of the two bodies, she said, adding that it also aimed to make the Party’s views to be increasingly institutionalised and effectively enforced, bringing about a positive impact on the lives of people throughout the country, especially those in in rural, remote, and ethnic communities.

Affirming the role of mass mobilisation in the country's revolutionary cause, PM Phuc stressed that the work was clearly defined during the 12th Party National Congress, especially in the new period, mass mobilisation plays an extremely important position in the socialist-oriented market economy, creating social consensus, the strength of national unity and gathering the people.

He stated that the signing was important but efficiently performing the tasks set were more critical, urging the State administrative agencies to efficiently improve mass mobilisation work from the mode of operation to the professional demeanour of officials and civil servants towards the close relationship with respect to the people.

The government leader also stressed the need to strengthen coordination among the mass mobilisation system with the State administrative agencies, especially in the formulation, promulgation and implementation of guidelines, policies and laws of the State.

"The people decide the success or failure of policies," stressed PM Phuc, adding that the coordination between State agencies and mass mobilisation network represented this spirit.
