Over 10 years of implementation of Directive 11-CT/TW, awareness of the people in the province has profound changes in the study promotion, financial incentives, building learning societies. The leadership, direction and administration of the party committee and authority has shown a high concentration, the coordination between branches and unions is strengthened with political task of each local, creating more motivation to promote social participation in the socialization of promoting study and talent.

Up to now, the province has 2 regular education centers, 4 regular education departments in professional secondary schools, 6 professional education centers in district-level. 173/173 communes, wards and towns have a community learning center. The provincial Study Encouragement Association has 11 district-level associations, 171 commune- ward-town-level associations and 1,774 branches and junior-education encouragement boards, with 293,850 members accounted for 16.67 percent of the population. The province has reached the standard of primary education universalization at level 2, secondary education universalization achieved level 1 standard, etc…
