The Politburo met on December 9 to review a report detailing the results of the inspections on personnel planning and appointments carried out in ten provinces, centrally-governed cities and agencies.

According to the report, the inspected Party committees have strictly complied with the Central Committee’s resolutions and guidelines on personnel planning, rotation training, nominations and appointments.
The report noted, however, that personnel assessment was not carried out properly by certain Party organisations as a number of officials were wrongly appointed to higher positions in spite of having previously committed mistakes.
In addition, the Party is still struggling to attract young and capable personnel to work in the state sector and the appointment process violated the Party’s regulations in certain areas.
Speaking at the meeting, General Secretary Nguyen Phu Trong emphasised that personnel work is extremely important, noting that cadres are the root of everything and the cause of all causes.
He said that personnel assessment is a difficult task, requiring complete information collected through various channels, adding that the vote of confidence is a way to evaluate personnel but action is needed so that the vote is not compromised.
General Secretary Trong concluded that the appointment and promotion of personnel must be truly impartial rather than being based on connections, bribes and family relationships, with capacity coming last.
