At the opening, Politburo Member, Standing member of the Party Central Committee's Secretariat Tran Quoc Vuong remarked and emphasized: The organization of learning, grasping and implementing the Resolution of Party Central Committee’s 7th session aims to help cadres, Party members to understand correctly the Resolution, equipping them with knowledge to have a plan and action program to implement the resolution more deeply in cadres, party members and people.

At the same time, he asked the officials and Party members to thoroughly grasp the new points of the Resolution combining study materials, enhancing the exchange, discussing and practical contacting of localities and units.

The mass organizations should promote the dissemination of the Resolution, changing the form of propaganda for individuals to participate in promoting the initiative in research and apply the Resolution to life. At the same time, Standing member of the Party Central Committee's Secretariat Tran Quoc Vuong also emphasized the role of the media in disseminating the Resolution.

After the opening, Politburo member Pham Minh Chinh, Secretary of the Party Central Committee and Head of the Central Organization Commission fully grasped the Resolution 26-NQ/TW on the focus of building the contingent of cadres at levels, especially the level of strategy, qualities, capacity and prestige, keeping pace with the age.

Member of the Party Central Committee Le Vinh Tan, Minister of Home Affairs, introduced and thoroughly understood the Resolution 27-NQ/TW on reforming salary policy for cadres, armed forces and workers in the enterprise.
