Ministries and sectors urged to uphold responsibilities in implementing Resolution No. 19

ABO/NDO – Deputy Prime Minister Vu Duc Dam has asked ministries and sectors to strengthen their responsibilities and proactivity in implementing the Government’s Resolution No. 19 on major tasks and solutions to improve the business climate and enhance national competitiveness.

The deputy PM made the request at a meeting of the National Council on Sustainable Development and Competitiveness Improvement to review the five-year execution of the resolution and prepare some contents for Resolution 19-2019.

He noted that the radical changes in Resolution 19-2019 will focus on the continued abolition and simplification of business conditions and the full enforcement of the reforms conducted in 2018, alongside the comprehensive renovation of specialised management and inspection and connection to the national online public service portal.
 
In addition, Resolution 19-2019 will embrace the acceleration of e-payment and provision of level-4 online public services, and the formation of the innovation ecosystem, Deputy PM Dam said.
 
He insisted ministries and sectors proactively propose the “focuses” in the tasks and areas under their management scope and resolutely implement them, while urging the Council to continue promoting its advisory role in building the draft annual Resolution 19 and submitting it to the Government for promulgation.
 
According to Dr. Nguyen Dinh Cung, Director of the Central Institute for Economic Management, after five years of implementing Resolution 19, many indicators assessing the business climate and competitiveness have been improved and strongly climbed up the world ladders, including business conditions, power access, construction procedures, logistics, specialised inspection, tax and insurance.
