Working with the PPC on a number of policies to encourage socialization

ABO - On March 27, the supervisory delegation of the Tien Giang provincial People's Council, led by Vice Chairwoman of the Provincial People's Council Nguyen Thi Sang, worked with the Tien Giang provincial People's Committee (PPC) on the implementing Resolution 101/2014/NQ-HDND and Resolution 22/2016/NQ-HDND of the Provincial People's Council on a number of policies to encourage socialization for activities in the field of education and vocational training health, culture, sports, environment, judicial expertise from 2015 up to now.

According to the assessment of the PPC, the socialization task becomes a big, long-term and consistent policy, deeply grasped and widely implemented to all subjects and population components in the commune.

Recently, the implementation Resolution 101 and Resolution 22 have been advised by the provincial departments and agencies to promulgate and implement many incentive policies to attract enterprises to participate in socialization in many fields.

Up to now, the province has attracted 15 projects on the list of encouraging socialization. In which, 7 projects have been put into operation and promoted effectively, accounting for 46.67%, the remaining 8 projects are being implemented by investors, etc…

In general, the Resolution 101 and Resolution 22 have created a legal corridor for the locality to effectively implement socialization projects in the province. However, according to the evaluation of many localities, calling and attracting investment in socialization projects is still slow, concentrating on some fields of education, sports and environment with small scale. Other fields such as vocational training, culture, judicial expertise have relatively high levels of investment but slow payback period and profit. Besides, "clean land fund" of many districts is low, compensation for land clearance is still difficult, etc… so it does not attract investors.

At the meeting, industries leaders also analyzed the causes of difficult constraints, at the same time, discussing many solutions to better implement socialization policies in the future, etc...

Concluding the working session, comrade Nguyen Thi Sang acknowledged the efforts of the PPC in issuing documents to direct the implementation of encouraging investors to participate in socialization projects in the locality. However, she also emphasized: Through practical surveys in many localities in the province, it is admitted that the implementation of Resolution 101 and Resolution 22 has not been highly effective. At the same time, she requested the PPC, departments and branches to continue to pay attention to propaganda on the mass media so that enterprises inside and outside the province can better understand enterprises about preferential policies for houses investment in socialization projects, etc...
