Commenting on the Law on Public Investment (amended) and the Law on Tax Administration (amended)

The Law on Public Investment was passed by the 13th National Assembly on June 18, 2014 and took effect from January 1, 2015. However, in the process of implementing, there were shortcomings, limitations and obstacles that were not suitable with the reality.

At the meeting, participants said that it is necessary to amend this law. Accordingly, the participants contributed ideas around the problem groups: Needing to clarify the concept, classifying investment capital. Some regulations on the competence, obligations and responsibilities of ministries, branches and localities were still unclear, complicated administrative procedures through many levels and many agencies from the central to local levels resulted in a long time, etc...

Besides, there were some inconsistencies between the Law on Public Investment Law and other laws such as the Law on State Budget, the Law on Construction, the Law on Land and the Law on Local Government Organizations.

The draft Law on Tax Administration (amended) includes 17 chapters and 152 articles, built on the basis of inheriting the provisions of the current Law on Tax Administration. This bill has focused on revising regulations that are inadequate and adding standards according to international experience in accordance with the actual conditions of Vietnam.

Participants contributed ideas on some contents such as: content and principles of tax administration; tax registration, declaration, payment and refund; measures to handle tax arrears; regulations on tax administration for enterprises with transactions, etc...

The Tien Giang provincial National Assembly delegation recognized the opinions of the delegates and synthesized it for submission to the upcoming seventh National Assembly session.
