Preparing good conditions for the festival of the entire people

ABO/NDO – The election of deputies to the 15th National Assembly (NA) and all-level People’s Councils for the 2021-2026 tenure is an important political campaign and an extensive democratic activity for people from all strata. The deputies selected and elected must be truly virtuous and talented, worthily representing the people at the legislature and all-level People’s Councils.
In recent times, the Party Central Committee (PCC), the NA, the Government and the Vietnam Fatherland Front (VFF) Central Committee have determined the general election to be one of the key political tasks of the entire Party, people and army in 2021. The number and structure of deputies to the 15th legislature are planned on the basis of ensuring the representation of all strata, sectors and regions, as well as reasonable structures. Among the lawmakers, there will be those representing central organisations and local administrations, as well as those who are non-Party members, young people (under 40), and re-elected deputies. Another issue of concern is to select and elect meritorious deputies from the ethnic minority communities which have never had representatives at the legislature thus far. In addition, female deputies should account at least 35% of the total official nominees.

During some recent important meetings, many leaders of the Party, State, NA, VFF, ministries, sectors and localities emphasised the unpredictable development of the COVID-19 pandemic in many localities, which, they said, would directly influence the organisation of consultative conferences. This is a fact that will possibly affect the preparation, organisation and implementation of election work, and needs to be given special attention. The NA has been accompanying the Government, the entire political system, including the VFF and its member organisations, and armed forces in helping the people overcome the pandemic, while coordinating with relevant agencies to make good preparation for the upcoming general election. According to a recent joint resolution of the NA Standing Committee, the Government and the VFF Central Committee’s Presidium, the nomination of candidates for the election of NA deputies was implemented from February 24 to March 11. Agencies, organisations and units urgently reviewed their personnel and took steps to introduce their candidates. Afterwards, nominees and self-nominated candidates will submit their candidacy dossiers and implement steps in line with regulations.
In order to ensure the Party’s cadre management principles, absorbing the spirit of the Politburo’s guidance in Directive No. 45-CT/TW (on the leadership of the election of deputies to the 15th NA and all-level People’s Councils for the 2021-2026 term), the instructing contents have added and improved the content on the personnel process. Specifically, the nomination of candidates will comply with regulations in the Law on Election of Deputies to the NA and all-level People’s Councils, while specific processes, procedures and dossiers will be implemented pursuant to regulations of the National Election Council, the NA Standing Committee, and the VFF Central Committee’s Presidium. Another important content in the preparation work is to thoroughly grasp the Politburo’s Directive No. 45-CT/TW, which has clearly defined nine groups of tasks directed by the Politburo towards the high results of the election. Accordingly, the Politburo requests leadership to perform well in personnel work, ensuring the promotion of democracy and the Party’s centralised and unified leadership in cadre work. The Directive also insists that unworthy, ineligible candidates should not be nominated, particularly those who have deteriorated ethical values and who are corrupt, fawning, arrogant, and bureaucratic, to prevent them from causing disunity and adversely affecting the prestige of the Party and State.
Party committees and organisations at all levels, as well as relevant agencies and units should focus on leading and directing the good implementation of orientations and tasks so that the general election will achieve the best results and truly become a festival of the entire people. The success of the election will offer an important premise to further innovate and improve the operational effectiveness and efficiency of the legislature, the people’s highest representative body and the country’s most powerful state agency in the coming years.
