Party chief asks for greater efforts to implement system streamlining scheme
ABO/NDO- Party General Secretary To Lam has emphasised the need for advisory efforts for the implementation of a scheme to streamline the political system’s organisational apparatus in association with personnel restructuring, thus making breakthrough progress in completing targets set at the 13th National Party Congress.
Addressing a national conference in Hanoi on December 16 to review Party building activities in 2024 and define tasks for 2025, the Party chief recognised outcomes of the work in 2024 and since the beginning of the 13th tenure.
However, he pointed to a number of shortcomings, including difficulties in evaluation of officials’ performance, and limitations in power control.
Stressing that 2025 is a crucial year in Party building with various important activities of the nation, the leader asked heads of Party committees and central human resources affairs agencies to focus on solving the problems of how to make the Party and State apparatus more effective, how to ensure all officials are enthusiastic to work for the nation, the people and the Party’s career, and why personnel affairs a key in these efforts.

Acknowledging challenges in streamlining the political system’s organisational apparatus, he underscored that the scheme must be carried out objectively, cautiously, democratically, scientifically, and systematically.
The process must adhere to the principles and viewpoints of the Party, ensuring alignment with the Constitution, the Party’s Political Platform and Charter, and other Party resolutions, he stressed.
General Secretary Lam said that only well-organised Party bodies can serve as the core of brainpower and a vanguard force guiding the State agencies’ operations.
He asked for prompt review of relevant Party regulations for supplementation, adjustment and replacement. The Party Central Committee’s Organisation Commission and the Party Civil Affairs Committee of the Government were urged to submit a plan on support policies for officials affected by the streamlining scheme.
The leader also requested relevant agencies direct the prompt adjustment and supplementation of Party regulations and State laws to ensure the efficiency of the work.
The Party chief also urged immediate efforts to restructure the contingent of public servants with a suitable number, ensuring no corruption during the process.
At the same time, he assigned the Organisation Commission to give advice on the amendment of the Politburo’s Directive 35 regarding the organisation of Party congresses at all levels to prepare for the 14th National Party Congress, while stressing that personnel work is a key task in Party building, which is directly related to the survival of the Party and the fate of the regime.
Noting a heavy workload ahead, the leader asked all agencies to be clearly aware of their roles and responsibilities, striving to show stronger performance at the highest political determination to complete all tasks, while paying special attention to the streamlining of the political system’s organisational apparatus, completing all targets for 2024, 2025 and the whole tenure.
