Vietnam strives for half of all communes to meet new-style rural criteria by 2020
The Prime Minister has recently issued a plan to implement the emulation movement ‘The Entire Nation Together Builds New-Style Rural Areas’ between 2016-2020, in which set a goal of having at least 50% of all communes meeting new-style rural area criteria by 2020.

The plan aims to promote the strength of the entire political system in raising awareness, by directly participating in, as well as successfully realising the Party and State’s guidelines on building new-style rural areas.
The number of criteria completed by communes in the country on average must increase to 15 out of 19 and no commune should have completed less than five criteria.
The plan also encourages each province and centrally-managed city to have at least one district recognised as a new-style rural district.
Under the plan, the Central Emulation and Reward Council will select provinces or centrally-run cities, as well as ministries, agencies, organisations and State-owned economic groups with outstanding performances in building new-style rural areas for rewards.
Provinces or centrally-run cities will select districts meeting new-style rural building criteria, 5% of communes obtaining the title and 5% of communes recognised as model new-style rural areas in the 2016-2020 period.
Each ministry, agency and organisation will nominate two or three affiliates and one or two individuals who have gained excellent achievements in the movement for rewards. Meanwhile, each province or centrally-run city will introduce two or three outstanding individuals.
According to regulations, communes which attain the title will be granted VND1 billion (US$45,000) for welfare facilities while districts will be rewarded the third-class Labour Order and welfare facilities worth VND10 billion (about US$450,000).
Provinces which obtain the new-style rural model will receive the first-class Labour Order and VND30 billion (US$1.35 million) in welfare works.
Outstanding units and individuals will be presented with the certificate of merit or the third-class Labour Order and rewards.
