Deputy PM works with ministries on use of civil servants
ABO/NDO - Deputy Prime Minister Vu Duc Dam chaired a meeting with a number of ministries on the management and use of civil servants, and contract labour, in the area of health, education, science and technology, at the Government headquarters on April 20.

Representatives from the Ministries of Health, Education and Training, Science and Technology and Home Affairs pointed out several difficulties and inadequacies in streamlining their payroll, particularly in public agencies and units.
The delegates suggested a comprehensive review of public agencies and organisations and an increase in autonomy for these agencies in order to minimise the use of the State budget.
Deputy Minister of Home Affairs Nguyen Duy Thang said that the Law on Civil Servants should be revised to ensure the rule of transparency in recruiting officials.
Deputy PM Dam said that the education sector should reduce its indirect employees that hold the positions of accountants and administrative officials, while ensuring the quality of education and training.
He also asked the ministries to promptly build a plan on the management and use of civil servants and contract labour in line with Party resolutions and to submit issues of concern to the Government.
Furthermore, the plan should focus on giving autonomy to the higher education sector and ensuring that there are enough teachers for rural and remote areas to ensure the interests of children.
The Deputy PM also asked that the plan pays greater attention to preventive health, healthcare at the primary level and the implementation of universal health insurance.
