Conference highlights role of "three-Party" cooperation in developing high-quality human resources
ABO/NDO- A conference discussing the importance of the “three-party” cooperation model involving the State, educational institutions, and enterprises in developing high-quality human resources was held in Ha Noi on June 14 by the Ministry of Education and Training.
The conference was organised in both online and in-person formats at the Posts and Telecommunications Institute of Technology.
In his opening remarks, Deputy Minister of Education and Training Nguyen Van Phuc stated that the Politburo has issued breakthrough resolutions and documents reflecting a strategic vision for comprehensive, long-term national development. These identify education and training, alongside science and technology, as areas requiring bold breakthroughs so as to rapidly and sustainably advance the country.

He stressed that the State plays a pioneering role in creating institutions and policies, establishing a favourable legal environment to encourage collaboration and knowledge transfer, as well as investing its public budgets in the sector.
Meanwhile, educational institutions are not only training facilities but also centres of knowledge creation, scientific research, and technology transfer. They should be encouraged and more closely connected with enterprises, with increased investment to meet both practical needs and market demands.
Regarding enterprises, Deputy Minister Phuc said that they are not only users of the human resources trained by schools but also key partners in applying, implementing, and commercialising research outcomes.
He stressed that the “three-party” cooperation is a prerequisite for Viet Nam to build interdisciplinary innovation centres, industrial-academic clusters, and gradually form a national innovation ecosystem. This approach aligns with the requirements for developing innovative private enterprises and proactively and comprehensively integrating into the international community.
At the conference, representatives from various units under the Ministry of Education and Training briefed the participants on various ongoing human resource development projects.
Delegates from a range of training institutions contributed recommendations towards improving mechanisms and policies, promoting the development of high-quality human resources aligned with labour market needs, and enhancing research capacity and the application of science and technology within schools.
