Exemption and support of tuition fees for preschool children and students

ABO/NDO- National Assembly Chairman Tran Thanh Man has signed to authenticate Resolution No. 217/2025/QH15 on exemption and support of tuition fees for preschool children, general education students, and learners enrolled in general education programmes at educational facilities within the national education system.

This resolution stipulates exemption and support of tuition fees for preschool children, general education students, and students of general education programs who are Vietnamese citizens, and people of Vietnamese origin whose nationality has not been determined and living in Viet Nam and studying at educational facilities of the national education system.

The resolution clearly states that exemption of tuition fees for preschool children, general education students, and learners of general education programmes in public educational facilities. Tuition support for preschool children, general school students, and learners of general education programmes in private and non-public educational facilities. The level of support will be determined by the People’s Councils of provinces and centrally-run cities, in accordance with the tuition fee framework set by the government, but not exceeding the fees of the non-public or private facilities.

Funding for the implementation of these tuition exemption and support will be covered by the state budget in accordance with laws on budget management decentralisation. The central budget will provide support for localities unable to balance their own budgets to implement these policies.

This resolution took effect since the date of its approval by the National Assembly (June 26, 2025) and will be applied from the 2025–2026 school year.

National Assembly Chairman Tran Thanh Man has also signed to authenticate Resolution No. 218/2025/QH15 on universalising preschool education for children aged 3 to 5. According to this resolution, the goal is that by 2030, all provinces and centrally-run cities will have achieved national standards for universal preschool education for this age group.

The state will guarantee funding and promote social source mobilisation in accordance with the law to implement the preschool education universalisation. This will be carried out gradually, in line with each locality’s socio-economic development conditions, ensuring compliance with the requirements set out in the regulations.
