The Steering Committee for the Implementation of Project 896 on the simplification of administrative procedures, citizenship documents and the national database on population management held the meeting to review its operations in 2017 and set its plans for 2018.

According to the Steering Committee, 1,146 groups of administrative procedures have been simplified, under which 685 types of applications and declarations have been revised; components in 284 procedures have been reduced; 27 procedures have been eliminated; and the implementation process of 16 procedures and nine citizenship documents have been simplified.

In addition, the Ministry of Public Security has granted more than eight million personal ID numbers to citizens in 16 centrally-run provinces and cities and more than 900,000 ID numbers to infants in 19 centrally-run provinces and cities.

However, the implementation of Project 896 in 2017 was sluggish as a number of provinces and cities have yet to issue plans to carry out the project including Hanoi, Bac Lieu, Cao Bang and Nghe An.

Deputy Prime Minister Truong Hoa Binh, head of the Steering Committee, said that the simplification of administrative procedures and citizenship documents must be aligned with the focus of Project 896 and the demand of the people.

He also emphasised the importance of the building of the national database on population management and asked the Ministry of Planning and Investment, in coordination with the ministries concerned, to add the project on building the national database on population management to the list of mid-term public investment projects in the 2016-2020 period.
