Modernising technology in the private economy

ABO/NDO- Implementing Resolution No.10-NQ/TW dated June 3, 2017, of the 5th plenum of the 12th Party Central Committee “on developing the private economy to become an important driving force of the socialist-oriented market”, Quang Ninh Province has recently increased its activities to support the private economy with a focus on supporting innovation, modernising technology, developing human resources, and improving labour productivity.

The province has issued many mechanisms and policies to manage and support the development of research, application, and transfer of science and technology organisations, improve the technological capacity of enterprises and encourage businesses to innovate, import and apply new and advanced technology to production and businesses.

In the 2021-2023 period, the province has deployed support for organisations and individuals engaged in science and technology activities, with a total budget of over 1.75 trillion VND and support organisations and individuals to register products, services, and geographical indication brands to increase business efficiency of locally advantageous products, under the OCOP Programme.

During the 2017-2023 period, the province has approved 125 provincial-level science and technology tasks; eight tasks under the Framework Project for Provincial-level Genetic Resource Conservation Tasks for the 2016-2020 period; four tasks under the Framework Project for Provincial-level Genetic Resource Conservation Tasks for the 2021-2025 period, at the same time, decentralise sectors and localities to manage 50 department-level science and technology tasks; issued technology transfer registration certificates to five businesses, with a total value of 28.8 million USD.

The province has supported businesses to produce and develop 21 brands. Quang Ninh is also interested in building a startup ecosystem, focusing on organising conferences, seminars, and forums on startups, building a startup incubator and facilitating administrative procedures, loans, incentives, legal advice, tax support, etc.

With strongly implemented solutions, according to the province's estimates, in 2023 there will be 2,360 newly established businesses and dependent units, an increase of 8% compared to 2022, increasing the total number of businesses and dependent units to 17,000. There are 102 newly established cooperatives, an increase of 143% compared to 2022.

Currently, Quang Ninh is building a project to develop businesses, innovative startups and key products to build brands until 2025, with a vision to 2030, which focuses on supporting businesses to join industry clusters.

The province also implemented the construction and renovation of Ha Long University and the Vietnam - Korea Quang Ninh College, to expand the training scale, improve training quality and create a premise to become a high-quality vocational training centre, meeting the needs of skilled labour for businesses; at the same time, implement a linkage model between businesses, cooperatives, cooperative groups and a linkage model between businesses directly with farmers and farms for OCOP products.
